cursor change

I just purchased a new dell athalon x2 with win7,6gig ram, nvidia250 w/1g ram.320 hd 64bit. my problem is in customizing my screen and cursors,I can put in new themes and cursors and screen savers which work fine till I shut down,when I reboot everything is back to default.I have been trying for 2 weeks to solve and getting no where and sugestions please. p.s. yes I am using win 7 screens ect:

Are you logged in as Administrator when you make these changes ?

yes I am only user and admin too
