Corrupt ci.dll File, Now Blue Screen

To make a long story short, my computer somehow got the ci.dll file corrupted. I was able to boot the computer back up after numerous tries by telling it to ignore drivers that were not fully functioning. Then, using a program (that i believe was from Semantec; I don't fully remember), I was able to locate the virus and then get rid of it. Following that, I ran a full Norton Anti-Virus scan, which in the middle of my computer unexpectedly turned off.

Now I get either the blue screen or the Startup Repair Screen

On the blue screen, the information reads:
"Stop 0x0000007B (0xFFFFF880009A97E8, 0xFFFFFFFFC000000D, 0x0000000000000000, 0x0000000000000000)

On the startup repair screen, the information reads:
"Root Cause Found, Unknown Bugcheck: Bugcheck 109
Parameters= 0xa3a039d89ece68c8, 0xb3b7465ef14ca28a, 0xfffff80000bba5e0, 0x1)
Repair Action: System Files Integrity Check & Repair
Failed, Error Code= 0x490"

My laptop is a month old Sony Vaio running Windows 7, 64 bit
Please help me figure this out!

Best Recommendation: Since any file on your computer could still be infected and cause reinfection at any time...

Unless you have a system back-up, the safest thing to do is format the HD and reinstall the OS from the W7 Install disks.

Going forward, it's a good idea to maintain an external HD where you store periodic system back-ups. Keep it turned off except during back-ups to help prevent it getting an infection. A second best alternative may be online back-up storage.

And of course maintain an active and up-to-date anti-virus.

Alternative is to try RKILL and while it has the virus shut down run full AV scans with a couple products: like malwarebytes (free edition) and whatever AV you have already to do complete removal. Links to RKILL and Malwarebytes can be found in our Freeware DB..

How would I go about doing either of those? I was able to put RKILL on a flashdrrive, but it won't let me run it from command prompt.

Also, Windows 7 came preinstalled on the computer, so there is no disc to reinstall with...

Even when Windows comes preinstalled there is a message to create a Restore Disk when it is first booted; that Restore Disk would reinstall W7. You can also download the W7 ISO from the links if you didn't burn the Restore Disks but it will not be exactly the same as the computer manufacturer usually adds additional software. 95% of the additional software the company installed is probably worthless stuff you uninstall/delete anyway but there is usually one piece, such as to display volume levels onscreen or to control the touchpad, that you will need to get from the manufacturer or find an alternative.

RKill is made to be run from windows, not from a command prompt; if you can no longer even get windows to boot then you will require some sort of restore.
