Can't upload jpg files

I have two window's 7 64 bit computers. On one I cannot upload jpg files to enternal sites. On the other I have no problem uploading jpg files to the same sites. I have compared all the settings I can find in internet options and they are both the same. Can anybody help me?

The only things I can think of are Firewall settings blocking the ports or program you are using. Check your computer firewall as well as any modem/router.

Sorry, very unusual; I just don't know.
