SOLVED Can't boot from a CD

In Bios I changed the boot order to DVD drive first, then hard drive.
Re-booted PC and it went straight to Windows.

Then rebooted the PC and is time hit F8 (which takes me to the boot option). I high lighted the DVD drive, but the PC still went into Windows.

What else should I be doing?
Oh and yes the CD is a bootable CD.

I will try on another PC.
But it is an iso file - I double checked

Yep - not burned correctly.
Odd, as I thought I had used this disk before.
Good thing these CD's are cheap.

Burned a new one & works fine.
