I just got a new laptop - i7 Q720 1.6 Ghz quadcore with 8 GB of RAM..
I installed 64bit Win7 from scratch and did all the recommended tweaks for Windows dealing with audio and recording - disabled services and so on..
Installed Reaper and new drivers for Focusrite Scarlett 2i2..
it works great until CPU usage gets to about 15%, then audio starts crackling and glitching so heavily you can't tell what it is anymore..
-buffer at 3ms, moved it to 6, 9, hardly any difference
-the interface records at 96 kHZ 24 bit.. changed that to 48000, takes more plugins, but as soon as it hits about 15%, same thing..
-tried messing with settings in Reaper (pre-zero buffer, asio stuff), nothing helped
-tried Asio4all, didnt help - I just use the default ASIO from focusrite..
-otherwise computer is fast, just as is should be freshly installed
plugins I use are Line 6 Pod Farm 2, izotope ozone and alloy, kontakt, ez drummer, and it's all 64 bit..
i noticed it starts glitching at about 1/8th of processing power, and windows recognizes 8 cores on this CPU.. so maybe reaper is only using one?? I don't know..
