Are there any PCI fax cards for Windowa7?

Buy an internal modem card. It will come with a fax program or
you can use Windows Fax and Scan.

You can email the received fax images using your email client, or
possibly using a function of the fax program. I don't know
anything about a junk-fax filter.

Your software probably enables this already, if your PC
connects via modem to a telephone line.

You can search for other brands and most are compatible with Win7 with
appropriate drivers.
