Annoying Win 7

I am using Win 7. When my mouse mioves over the Bottom "Line Area" of
my screen (I apologize for not knowing the Winndows term, for the
space adacent to Start) a "Pop UP" menu of active links will appear.

Is there a way that I can I disable that unwanted menu feature?

I presume you are talking about the thumbnail popups from the taskber.
AFAIK the only way of disabling that is by reverting to a non-aero Windows
theme

Maybe it's due to the fact that he has the Links toolbar on the Taskbar,
and it's next to the Orb.
Right click on Taskbar, Toolbars, unclick Links.

He could also move it further away to the right.

- Jump Lists, Balloons, and snapshots/mini windows of a opened program

Possibly if you defined 'active links' or described the items that you see on the 'Pop UP' menu then that information might aid
others in better answering your question.

In Internet Explorer, say I have 3 NY Times tabs opened. I might also
have say 4 IE Windows active, for other net links. If I my mouse
passes over any of those 4 windows (on the bottom of the IE display),
it will Pop Up the 4 NYT's tabs available. I do not want any Pop Ups
to appear. Rather if I want to return to the NYT page, I want it to
appear ONLY with a mouse click.

BTW: I do have Aero enabled

Try this.
Computer/ Properties/ Advanced system settings/ Performance settings;
and untick “Enable Desktop Compositionâ€.

It'll do no harm; and if it doesn't solve your problem then just tick it
again.

You cannot turn it off completely. What you *can* do is reduce it to a
pop up list of open tabs (by turning off Aero), and you can also
lengthen the time it takes for them to pop up by changing a registry
entry. To do this, go to HKEY_CURRENT_USER\Software\Microsoft\Windows
\CurrentVersion\Explorer\Advanced, create a new DWORD called
ExtendedUIHoverTime and set the value to 20000 (that's 20 seconds) or
whatever value you like. The value is in Milli seconds, and has to be a
Decimal value (not Hex). I'm not sure if there is an upper limit that
it will accept.

That switches to showing the preview as a pop up list instead of pop up
windows (same as turning off Aero does), but doesn't turn it off
completely.

It might be worth trying 31536000000 msec, which is a (non-leap) year
:)
