Allow Local Network Port 21 Access

I am using windows 7 Home Premium and trying to allow a program to use FTP port 21. I have an electronic device that I need to access through port 21 on the local LAN, but currently I have to disable the firewall each time I want to use the software. I did go into the firewall advanced settings and make a new rule for outgoing and created a rule for FTP 21, but it still blocks my software? Can someone let me know what I missed in the rules setup?

Control Panel > Windows Firewall > Allow a program or feature through windows firewall.

Is your program in the list and checked to have access?
