All Programs/Folders Question?

In Start/All Programs - I have a number of folders with launch icons
for various items in them. Some of the items in the folders, I rarely
use, and would like to move the ones I use all the time to the top in
the folder. In WinXP, I could do that by going to Start/All Programs
and the folder, click on the launch icon, hold it and drag it to the
top to reposition it. That does not seem to work in Win7.

So, in Win7, how do I realign launch icons in Start/All Programs
Folders.

Clear the box 'Sort All Programs menu by name' in the Customize Start Menu.
