there an option there to turn off messages for this event?

No, just the notification that you need to change your settings. Or at least, that's the way it works on my laptop, and
that's how my WU is set up also.
Actually, I may have misled you. When you first open Action Center, look in the left column and click on "Change Action
Center settings." That will bring up the "Turn messages on or off" screen. Under Security, I have everything checked
except "Windows Update," and under Maintenance, the only one unchecked is "Windows backup" (I don't use it).
My Windows Update settings are "Check for updates but let me choose to download and install them." That seems to prevent
WU from downloading and installing some updates on shut down or reboot, like it will on other settings.
If the settings you choose don't work for you, then you can always change them back. It's not like if you change one
that it's then chiseled in stone
