Yes, but it won't do you much good. Since it is at the beginning of the physical drive you can't add its' space to any of the others using the basic allocation tools native to W7. There are some products which allow you to deallocate and then shift the remaining, and then after that it would be possible to extend the last to absorb the extra ... but it is hardly worth the time for such a small partition.

Better to simply stop assigning it a drive letter (Change Drive Letter ... Remove).
