0x80070426 error in windows 7

Hi

Occasionally whenever Windows 7 has finished loading, the network icon in the notification area has a red cross in it and says that no connections are available. However, although I am still able to connect to the internet Microsoft Outlook will not load.

The following message is displayed when I try to troubleshoot the issue

A problem is preventing the troubleshooter from starting.

Has anyone got any solutions on how to prevent the error message occurring?

I am getting the response "the requested operation requires an elevation <run as administrator>. I cannot proceed.
Can you help?

Hersh, the program you are trying to run requires admin rights. You need to right-click on the program (or shortcut used to call the program) and set the properties. Check the option "Run as administrator".
