0 byte file?

Is it the fact that the file is zero bytes ?

Or is it the fact that the file is being kept "open" by
some application, and the file is "locked". That can prevent
the user from deleting it.

This is like using a crowbar, when the job requires tweezers,
but eventually someone will mention it. I've never tested
it, because I have other, non-Windows ways, to take care of this
sort of problem.

If Unlocker won't work, you may have malware on board.

Delete.

If it won't let you delete it then its probably in use somewhere. The
easiest is probably to reboot and then try deleting it. If it still won't
let you check the file permissions.

It has no extension, not in use and 0 bytes. When trying to change the
name or delete, it says it's not located there. As if it's a ghost.

Boot from a CD or whatever, delete it from there.

Have you run CHKDSK lately ?

I deleted it by using a command prompt, and using it's 8.3 file name.
